POPAI Board Meeting Minutes for 11/13/2019

Adam called the meeting to order at 10:32 am.

Secretary's Report Adam asked if everyone had a chance to review the October Secretary’s Report. Sarah made a motion to approve. Mignon seconded. All were in favor, motion carried.

Treasurer's Report As of October 31, 2019 the balances were $62,070.17 in checking and $17,070.19 in savings. CJ stated the only outstanding payment from the fall conference is Susan’s invoice. CJ paid the APPA membership dues. Cherie motioned to accept. Heather seconded. All were in favor, motion carried.

Membership As of November 7, 2019 we had 1,008 total current members (933 POs, 21 Corporate, 54 other) Michael stated they discussed having a booth and/or table at the some of the other conferences, such as APPA. Susan will be working with Karen on the membership dues for 2020.

Education The 2020 Management Institute will be March 11, 2020. The dates for 2020 POPAI Conference will be 9-9, 10 and 11. Susan discussed dates for the fall conference dates for 2021 will be September 9, 10 and 11 and in 2022 will be September 8, 9 and 10.

Chief's Executive Committee Troy stated we will schedule the lunch in the January to discuss future matters.

Juvenile Delinquency Alternative Initiative (JDAI) Update Adam provided the report form Kory. Recap of the JDAI National Conference:  39 delegates from Indiana, need to emphasize community partnerships, including Credible Messengers What is JDAI? Ensuring a youth justice system is:  Just, Developmentally appropriate, Accountable and Inclusive REI Lead County Project:  Workshops this week focusing on power and privilege Deep End: Continuing to assess data capacity with several agencies Marion County was accepted to the Probation Transformation Certificate Program through the Center of Juvenile Justice Reform at Georgetown

Probation Officer Advisory Board Update The next meeting will be in January. Sarah spoke to Michelle about breakout sessions for the IOCS. If you have any ideas for someone locally and/or in your department, please advise Sarah.

Election Michael will talk to Karen in January about the ability to cast votes electronically.

Awards and Recognition Bob has talked to Karen about the working calendar since the IOCS conference dates changed.

Indiana Evidence Based Decision Making (EBDM) Initiative Linda stated the next meeting will be October 18.

Justice Reinvestment Advisory Council (JRAC) The next meeting will be December 19.

Legislation Corrections and Criminal Code Committee filed the final report. The website has additional information on the presentations that were provided. Adam was involved in a presentation to the Jail Overcrowding Task Force.

Technology Karen sent the board a report prior to the meeting.

Old Business PPM and Bylaws Sarah provided the documentation for the rough draft. Troy discussed the process of emailing members in a specific district. An update from the district representative on a quarterly basis was suggested and those in attendance agreed with this idea. A link to the district rep was also suggested. We evaluated the discussion forum section on the member only portion of the website. We decided to remove that section and have a legislation tab for those bills that we are following. A discussion followed regarding the POPAI Goals and Objectives. Sarah made updates as we suggested them and we will revisit at the December meeting. Workload/caseload This will be discussed in January. Juv Lakisha provided an email stating she did not have a report. OB Adam discussed the liability insurance for the POPAI Members and/or the Executive Board. Troy spoke to the details of the quote and we decided Adam will request clarification pertaining to the general membership. Congratulations to Heather Malone who will be attending the next APPA Conference.
