POPAI Board Meeting Minutes for 12/13/2023

Troy called the zoom meeting to order at 9:30am.

Secretary's Report

Troy asked if everyone had an opportunity to review the November Secretary’s Report.  Lindsay moved to accept the report and Mike seconded. All were in favor. Motion carried.

Treasurer's Report

Andria stated as of November 30, 2023 the balance in checking was $84,341.00 and the balance in savings was $47,736.79 (savings includes the money from the CD). Cherie made a motion to accept the secretary’s report. Mike seconded. All were in favor and motion carried.

Andria discussed the changes on the Whova Deposits. She will discuss this with Karen for the future conferences.

Troy discussed the 2024 Budget. Troy, Angela, Lindsey, Stephanie, Mike and Adam (Budget Committee), recently met.  Discussion followed.

Cherie made a motion to approve the 2024 Budget, as submitted. Heather seconded. All were in favor and motion carried.

Membership

As of December 6, 2023:  1,197 total current; 1027 Pos; 35 Corporate; 135 Other

Karen asked for and will receive a list of New Chief Probation Officers to invite to New Chief Probation Officer Orientation.

Operation New Member Outreach will begin in January with research.

Education

2024 Management Institute –March 20-22, 2024 Drury Inn.

Jenny and Heather from IOCS will be presenting. TBRI will be discussed at the conference. Angela discussed an option of Real Colors session. Anthony will invite Chris Biehn from IOCS.

Anthony discussed the different levels of corporate sponsorships and available space at the management institute.

2024 Fall Conference – Sept. 4-6 (Will discuss in the future. We have the main speaker determined.)

APPA Summer Institute –  APPA Host Committee – Troy said they estimate approximately 1000 attendees to attend the event night. APPA will not assist with the details, cost, etc. POPAI is allowed to have corporate sponsors. The event will be on Sunday night. The conference is Friday – Monday. Discussion followed.

Angela made a motion to approve the Whova Contract at $8500 for one more year. Jack seconded. All were in favor. Motion carried.

Chief's Executive Committee

The next meeting will be in January and Greg will email everyone soon.

Juvenile Delinquency Alternative Initiative (JDAI) Update

Per Esther’s email:

Grant applications are due in January – $2M annually available for JDAI counties

Annual Results Report is coming up soon!  We are on track to release 2023 data in February

Probation Officer Advisory Board Update

Last meeting – Nov 14. Shannon provided the updates:

JDAI – Local Leadership Conference. They received great feedback on state screening committee meeting. They are planning for the conference – October 2024

Condition of confinement – site assessments.

Children’s Commissions:

Legislative affairs issues, recommendation to commission and youth and family engagement summary. Information can be found on the website.

Local JRAC:

Tech assistance for annual report (what are the needs)

Currently tech assistance to 11 counties.

Some asked for SIM (system mapping),

Chris will discuss again in the future. Website available for an agency to apply for SIM mapping.

PSC Funds- Letters will be received soon. District 12 and 8 are vacant.

YJOC:

Recovering starting at end of month. Judge Kenworthy is the chair.3 grants are currently open and due on 12/20.

Juvenile Probation Standards:

July 1 they were adopted by Board of Directors and will go into effect as of July 1, 2024.

Training will be available by Zoom or in office.

Justice Reinvestment Advisory Council (JRAC)

Troy stated the focus is on EBDM and how JRAC will move forward with pushing EBDM at the local level. The annual reports were adopted and will be posted on the website soon.

Technology

Karen explained website structure changes are in committee for discussion. Board review of First Draft of branding suggestions resulted in detailed constructive feedback for a new version of the round logo and horizontal letterhead name/logo combinations. A color set featuring mostly blue was preferred by all and a request will be made for that set with more vibrant accents to enliven it. Font recommendations passed without changes.

Old Business

DOC – Reviewing the community corrections funding formula. Troy emailed the information to the board members. If anyone has ideas of how to restructure, please email Troy.

Probation Officer Salary Schedule – Compensation Analysis. Troy discussed the possible items for review, timeline and cost associated with the analysis.

Lindsey made a motion to move forward with the compensation analysis of the probation officer salary schedule. Rupert seconded. Discussion followed.  All in favor. Motion carried.

Quarterly letter – Troy will prepare in the new future.

New Business

2024 Meeting Calendar presented

Home Detention Vendors – Troy was asked about the different home detention agencies used across the State and will provide the information.
