POPAI Board Meeting Minutes for 04/10/2024

Troy called the meeting to order at 9:30 am.

Secretary's Report

Troy asked if everyone had an opportunity to review the March Report.  Lindsey moved to accept, and Jenny seconded. All were in favor. Motion carried.

Treasurer's Report

Andria provided the March Treasurer’s Report. March balance in checking was $85,037.98 and in savings $47,738.35. Cherie motioned to accept the Treasurer’s Report and Heather seconded. All were in favor. Motion carried.

Membership

Membership/Marketing Committee

On April 3, 2024 we had a membership of: 1,186 Total Current; 1,034 POs; 17 Corporate; 135 Other

Karen will work on the data for the 10 Year Certificates and 25 Year Awards with the goal of informing Lindsey of how many cups to expect. The New member outreach program has been delayed by other priorities but is expected to start in May.

Education

Anthony provided the board the survey results from the Management Institute.

2024 Fall Conference (Sept 4-6)

APPA Summer Institute (June) – Tyler Technology will contribute to the social event that POPAI will be hosting. Discussion followed regarding other sponsorship options.

Andria discussed the 2024 proposed POPAI Budget for APPA. Discussion followed. Andria made a motion for a maximum of 5 board members to attend the APPA Summer Conference and registration only paid. Discussion followed. Motion amended.

Andria amended her motion to state POPAI pay the registration for any board members to attend the APPA Summer Conference. This will be using the using the funds already allocated in the budget line as APPA Conference.  If more are interested than we have budgeted, the names will be randomly drawn.  The notification must be sent to Andria by Monday. Heather seconded. All were in favor and motion carried.

POPAI will offer 10 scholarships to our members for the APPA Summer Conference. This will pay the cost for registration only. If the recipient is not a current APPA member, POPAI will register the person for the APPA Membership.

The information will be sent to active probation officer POPAI membership. To apply for the scholarship, the probation officer will answer a question through survey monkey and the names will randomly drawn. Lindsey made the motion and Jenny seconded. All were in favor. Motion carried.

Chief's Executive Committee

Greg will contact Anthony about scheduling a meeting.

Juvenile Delinquency Alternative Initiative (JDAI) Update

Esther provided the update by email:

  • The Request for Proposals (RFP) for sessions/workshops at the Inter-Site Conference will be released next week. We encourage all to consider submitting a proposal
  • Grant applications are in the final stages of review/resubmission
  • Our Executive Committee welcomed two new partner agencies – IPAC and the IPDC – joined us in February

Probation Officer Advisory Board Update

Meeting dates for 2024:  Feb. 13, May 14, Aug 13 and Nov 12

Lindsey said she will be stepping back from being the POAB Representative because she has a conflict with her departmental meetings. Discussion followed. Adam McQueen will become the POPAI Representative to POAB.

Election

The election/ballet information will be released by May 8. Bob will discuss the specifics (regarding the notifications for intent to run) with Karen and Mike.

Awards and Recognition

Cherie discussed the applications for the Charley Knepple Scholarship Award. The committee made a recommendation to the board and a discussion followed regarding ordering the plaque, etc.

Justice Reinvestment Advisory Council (JRAC)

Next meeting is May 3.

Local JRAC Workgroup Meeting will be April 26.

Technology

The new website was activated on April 11, 2024. Karen provided an update on other website activities/tasks.

Bylaws & Strategic Plan Ad Hoc Committee

Discussion followed. We concluded we will review yearly.

Old Business

By law committee – Troy hasn’t talked to Hillary about numbers of pretrial officers across the State. Pretrial Services Officers can currently be an associate POPAI member, but are not a voting member. Discussion followed and concluded we will need additional time to determine a potential bylaw amendment.

Discussion about transferring membership when an officer’s membership has been paid in advance and the officer is no longer with that office. Karen read the language on the website regarding membership dues.

Probation Officer Salary Schedule –Patrick completed the probation officer salary analysis and Troy discussed the details. We concluded to move forward with the 7.5% and ask additional questions regarding the supervisor increase. Troy will continue to update and provide the updates.

DOC Funding Formula Committee Update –No updates.

DOC Performance Measures Committee –No updates

INJIL – Adam stated there are 3 pilot sites and another one will be added soon. The system replaces the current case management system. The new system (INJIL) has a goal to interface with multiple functions of the jail system.

New Business

Board Vacancies – Troy Hatfield has resigned his position in Monroe County to work for the Center for Effective Public Policy. He will continue to work part time through September. Lindsey will represent POPAI in places and on occasions where Troy’s schedule prevents him from attendance. The presidential office is on the ballot for the 2024 election.
