POPAI Board Meeting Minutes for February 8, 2023

Troy called the meeting to order at 10:30 am.

Secretary's Report

Troy asked if everyone had an opportunity to review the January Secretary’s Report.   Mike moved to accept the January Secretary’s Report.  Mignon seconded. All were in favor. Motion carried.

Treasurer's Report

Andria provided the January Treasurer’s Report. As of January 31, 2023, the balance in checking was $103,211.82 and in savings $17,084.14.  Cherie motioned to accept the Treasurer’s Report.  Heather seconded. All were in favor. Motion carried.

Andria provided an update on the Quickbooks transition and audit status. The accountant spoke to Andria today and has scheduled a meeting for the audit exit. She requested to put the Quickbooks transition on hold until the audit is completed. No one objected to the request.

Troy provided information from the financial investor Cherie spoke to, regarding potential investment of savings. A discussion followed regarding options. Andria made a motion that we research investing $30,000 into a CD. The information will then be provided to the Board for a final vote before a decision is made. Cherie seconded. Bob suggested we speak to the accountant to see if an investment will increase any yearly tax preparation. All were in favor. Motion carried.

 

Membership

2/5/2023: 1109 Total Current: 967 Probation Officers; 30 Corporate Sponsors; 97 Associate Members (Community Corrections and Support); 15 Life, Emeritus, or Honorary

In February Karen closes inactive corporate and regular members after another contact attempt.

We are proactively contacting New Chiefs and offering surrounding POPAI Member Chiefs an opportunity to connect with them.

Karen is receiving more ACH requests for the payments.

Lindsay will have POPAI clothing at the Management Institute.

Education

2023 Management Institute – Drury Inn, March 29-31

Karen stated we have approximately 70 currently registered for the institute.

2023 Fall Conference – French Lick, September 20-22. The contracts have been signed for 2024 and 2025 also.

IACCAC proposed partnership- We will discuss at next meeting because Troy and Susan will meet with the IACCAC representative on Feb 20. The initial discussion is to plan a joint conference in August. It was discussed to have a POPAI Table at the IACCAC Conference and vice versa.

 

Chief's Executive Committee

Susan stated the meeting with very well. The presenters for the Management Institute were available via zoom to discuss the upcoming conference.

Anthony believes the meeting assisted with the agenda for the conference. (Agenda culture, peer support, officer/staff wellness, etc) The funding hasn’t been determined. He said the app is ready to be published. He said IOCS and DOC presenters will be Friday afternoon. (The DOC grant will be due in April so having DOC present will be helpful.)

Corporate Members – Anthony expressed some concerns about the available space for vendors at the Management Institute. A discussion followed. He said the Gold Members are able to select their location.

Troy discussed the history of CEC and information from Greg. The goal is to eventually add some of the old records/history into the website.

Juvenile Delinquency Alternative Initiative (JDAI) Update

No report.

Probation Officer Advisory Board Update

2023 Meeting dates:  April 11, July 11 and October 10

Awards and Recognition

Karen discussed the Knepple Scholarship application notification with Bob and the information will be available on schedule.

Justice Reinvestment Advisory Council (JRAC)

Troy stated the last meeting was on 2-4-22.  There were 2 legislators in attendance.  Updates:

The racial equity work group – working with a few counties, local JRAC will be scheduling a 3rd webinar, DOC updated their mission statement.

(Phase I:  They are reviewing 4 counties to review potential race disparities in the police and courts system. Phase II:  They will follow a group of individuals as they move through the criminal justice system.)

Annual Report – Troy said it was approved on Jan 27 and believes it is a follow-up to the previous report. It will be due March 31.

Affective Public Policy Contract – JRAC approved up to $300,000. Adam was advised by IOCS this TA assistance will be available online also, but will be initially through a pilot process.

Home detention (SB9) – It has not been determined the process for local JRAC to submit the home detention stats.

Legislation

The bill list is on the POPAI website.

SB 444 – Judge’s Association expressed concern.

Opioid settlement funds – is available and funds can be matched through a grant.

HB 1144 – Could be assigned to a summer study committee. (Probation Officers becoming state employees.)

SB 445 – The false location statistic is being discussed.  (Home detention bill.)

Budget bill – is not available.

 

 

Technology

Karen reviewed calendar items for the next few months including tasks to do leading up to Management Institute and Knepple Scholarship Application release. Top website pages reveal a member interest in jobs, Management Institute, new laws, and the Minimum Salary Schedule.

Karen asked Andria to speak to the accountant about the tax forms for Karen and Anthony.

 

Bylaws & Strategic Plan Ad Hoc Committee

No report.

Race & Gender Fairness Commission

No report.

Budget Ad Hoc Committee

No report.

Old Business

IOCS – stated a subcommittee has been formed to review the probation officer salaries. Troy has been invited to the first meeting.  Heather stated she and Shannon offered POPAI’s assistance with anything that is needed.

Mike and Mignon discussed members asking about the status of the probation officer salaries. Troy will add the information to the quarterly reports.

Jail Management Institute – Mike said the 2023 meeting schedule is not set.

2023 Meeting Calendar – Troy provided the dates to the board. We are not scheduled to meet in April.

CMHC Stakeholder Discussion – Troy, Dustin and Susan were involved.
