POPAI Board Meeting Minutes for 09/05/2025
Meeting called to order at 11:18am by President Angela Morris

Secretary's Report
President Angela Morris asked if everyone had the opportunity to review the minutes from the August 2025 meeting. A motion was made by Adam McQueen to accept the minutes and was seconded by Lindsey Villalpando. Motion passed unanimously.
Treasurer's Report
Treasurer Andria Geigle reported the following balances:
- Checking Account: $96,602.73
- Savings Account: $69,553.28
- CD Investment: $32,329.38
A motion was made by Jennifer Lampert to accept the Treasurer’s Report and was seconded by Josh Herman. Motion passed unanimously.
Technology
Karen reviewed upcoming calendar items with the Board.
Karen reported the websites visits for August were as follows:

- Fall Conference
Karen reported she is updating her new Board member onboarding package. She will be sending this out next week to all board members (seasoned and new).
Membership
Karen reported the following membership numbers:
- Probation Officer Members: 1,263
- Corporate Sponsors: 35
- Other (Associate, Honorary, Emeritus, Lifetime): 116
Karen provided updates on Corporate Sponsorships.
Lindsey reported that we made $2,055.58 in POPAI Apparel sales at this year’s Fall Conference.
Education
A recap of the Fall Conference was discussed.
The 2026 Management Institute will be held on March 4-6, 2026, at the Drury Inn in Carmel, Indiana.
Chief's Executive Committee
The committee met this morning and will present training ideas for 2026 to the Conference Planner.
Probation Officer Advisory Board Update
The next meeting will be held on Tuesday, September 9, 2025. It will be held virtually. It was originally scheduled to take place in-person in Indianapolis.
Election
Elections concluded and the following have been elected:
- Andria Geigle, Treasurer
- Lindsey Villalpando, Vice-President
- Stacy Smithers LaPatra, District 1
- Stephanie Cole, District 3
- Josh Herman, District 5
- Lindsey Winger, District 6
- Elizabeth Starck, District 7
Josh Herman and Elizabeth Starck will co-chair the Election Committee.
Awards and Recognition
Stephanie Cole will continue to Chair of the Awards and Recognition Committee.
Andria Geigle, Lindsey Villapando, Elizabeth Starck, and Linsey Winger will serve on this committee.
Justice Reinvestment Advisory Council (JRAC)
Next State JRAC Meeting: October 31, 2025. The September 5, 2025, meeting was cancelled.
Next EBDM/Local JRAC Meeting: October 3, 2025. The August 22, 2025, meeting was cancelled.
Next JRAC Data Workgroup Meeting: October 23, 2025.
Legislation
Upcoming Legislative session was discussed.
Old Business
The Board discussed efforts to update the Minimum Salary Schedule.
The Redistricting Committee will reconvene and update the Board at an upcoming meeting.
Additional Meeting locations were discussed. Anthony Williams will develop a schedule for 2026 meetings based on volunteers that have been received.
New Business
The following committees were discussed:
- Jack Odle and Brian Day will join the Chief’s Executive Committee, along with Greg Werich and Angela Morris.
- Lindsey Villapando will continue to Chair to the Membership and Marketing. Jennifer Lampert, Stephanie Cole, Cherie Epley, Chad Boruff, and Rupert Strawbridge will also serve on the committee.
- Anthony Williams will continue to Chair the Education Committee. Jack Odle, Chad Boruff, and Cherie Epley will also serve on the committee.
- Brooke Trice will serve as the JDAI Representative for POPAI.
- Adam McQueen and Ryan Hull will co-chair the Legislation Committee.
- The Technology Committee will consist of Andria Geigle, Chad Boruff, and Rupert Strawbridge. Adam McQueen will chair this committee.
Next Meeting
The next meeting will be held on Wednesday, October 8, 2026 at 10:30 a.m. at Hendricks County Probation (170 Old Farm Road, Danville, IN 46122).
A motion to adjourn was made by Andria Geigle and seconded by Ryan Hull. Motion passed unanimously.
