Secretary's Report
President Angela Morris asked if everyone had the opportunity to review the minutes from the Annual Business Meeting and the September 2025 meeting. A motion was made by Jenny Lampert to accept the minutes and was seconded by Lindsey Villalpando. Motion passed unanimously.
Treasurer's Report
Treasurer Andria Geigle reported the following balances:
- Checking Account: $39,352.21
- Savings Account: $69,763.35
- CD Investment: $32,436.35
Andria reported that the CD Investment renewed at 4.10% APY for four months. The new maturity date is January 21, 2026.
A motion was made by Lindsey Villalpando to accept the Treasurer’s Report and was seconded by Josh Herman. Motion passed unanimously.
Technology
Karen reviewed her recent efforts regarding a second claim of copyright infringement.
Karen reviewed upcoming calendar items with the Board.
Karen reported that POPAI now allows members to sign up for a weekly update or monthly update. Karen reviewed statistics from the August 31st Digest that was sent to the membership. The most clicked items included:
- Cashless Bail
- California Probation Officer on Fire
- At Options, someone attacked
- Judges layout case.
Karen reported the top visits to the website included:

- Fall Conference
- Judges Lay Out Case For Stipend for Probation Officers
- Events and Training
Membership
Karen reported current membership numbers, which were as follows:
- Probation Officer Members 1,116
- Corporate Sponsors 36
- Other ( Associate, Honorary, Emeritus, and Lifetime) 114
Karen presented Corporate Sponsor Rates and Benefits for 2026. A motion was made by Andria Geigle to accept the proposal and was seconded by Chad Boruff. Motion passed unanimously.
Education
Shannon provided the Board with an update regarding the 2025 Fall Conference.
Shannon reviewed options for a new Whova Agreement. A motion was made by Andria Geigle to enter into a three-year agreement with Whova provided there is a clause that allows us to end the agreement early if standards are not met. The motion was seconded by Jenny Lampert and passed unanimously.
Shannon discussed plans for the 2026 Management Institute which will be held on March 4-6, 2026, at the Drury Inn in Carmel, Indiana.
Shannon reviewed the contracts with the French Lick Resort to hold our 2026, 2027, and 2028 Fall Conferences. A motion was made by Andria Geigle to enter into contracts for all three years. The motion was seconded by Jack Odle and passed unanimously.
Discussion was held regarding rates for the 2026 Fall Conference. A motion was made by Stephanie Cole to increase Early Bird registration to $225.00 and late registration to $275. The motion was seconded by Andria Geigle. The motion carried by a vote of 7 (Josh Herman, Jenny Lampert, Andria Geigle, Stephanie Cole, Lindsey Villalpando, Lindsey Winger, and Elizabeth Starck) to 5 (Susan Bentley, Stacy Smithers-LaPatra, Chad Boruff, Jack Odle, and Anthony Williams)
Chief's Executive Committee
Shannon reported that Greg has shared the list of training ideas collected during the Fall Conference. She will begin looking into these ideas as she plans both conferences for 2026.
Juvenile Delinquency Alternative Initiative (JDAI) Update
Brooke reported the next meeting of the JDAI Executive Committee is in November. She also reported that the JDAI Leadership Conference is being held in Bloomington, Indiana at the end of October (29th and 30th) and that grants for 2026-2027 will be released soon.
Probation Officer Advisory Board Update
Ryan reported the Board met on September 9, 2025. Discussion was held regarding the topics discussed at that meeting.
Election
Election Chair, Josh Herman reported 9 individuals submit intent-to-run forms for the vacant At-Large seat. Board members were provided with their forms prior to the meeting. Votes were due to the Election Chair by 9am on October 8, 2025.
Josh Herman announced the winner of the election was Jared Owen from Noble County.
Awards and Recognition
Andria Geigle is stepping away from this committee and will be replaced by Jenny Lampert.
Justice Reinvestment Advisory Council (JRAC)
Angela Morris reported that she shared suggestions made at the Chief Roundtable during the Fall Conference at the most recent Local JRAC Committee meeting.
Angela reported that Floyd County will be hosting the JRAC Mental Health and Addiction Summit on November 14, 2025 in New Albany, Indiana. Those interested may register using the following link: https://form.jotform.com/252594363289065

Legislation
Anthony Williams updated the Board on the joint presentation with IACCAC given to the Interim Study Committee on Corrections and Criminal Code.
Old Business
Angela updated the Board regarding her recent communication with Justice Goff. She will be sharing information POPAI has completed regarding Probation Officer compensation.
Andria Geigle reported that the committee formed to explore redistricting options will reconvene in January and this item will be placed back on the February Agenda.
Anthony Williams updated the Board regarding his efforts at scheduling POPAI Board Meetings in 2026. He indicated he will have a proposal for the Board to consider at the November 2025 meeting.
New Business
Jack Odle updated the Board on his recent discussions with members of the Association of Indiana Counties (AIC). Jack will be attending the upcoming November meeting for AIC along with other Board members who were interested.
A motion was made by Andria Geigle to nominate Mark Bickel as a Life PO Member, and seconded by Lindsey Villalpando. All were in favor, motion carried.
Next Meeting
The next meeting will take place on Wednesday, November 12, 2025, 10:30am EST in Johnson County and via Zoom.
Stephanie motioned to adjourn the meeting at 1:16pm, the motion was seconded by Elizabeth Starck. The motion carried.
