POPAI Board Meeting Minutes for 05/14/2025

Secretary's Report
President Angela Morris asked if everyone had the opportunity to review the minutes from our April 2025 meeting. A motion was made by Andria Geigle to accept the minutes and was seconded by Lindsey Villalpando. The motion passed unanimously.
Treasurer's Report
Treasurer Andria Geigle provided the following balances:
- Checking account balance is $39,449.62
- Savings account is $68,764.59.
- CD investment of $30,919.50.
A motion was made by Susan Bentley to accept the Treasurer’s report and was seconded by Lindsey Villalpando. The motion passed unanimously.
Discussion was held on the current CD Investment. A motion was made by Chad Boruff for the Treasurer to continue the investment if the same rate or a better rate can be obtained. The motion was seconded by Stephanie Cole. The motion passed unanimously.
Technology
Karen reviewed upcoming calendar items with the Board.
Karen reported the top visits to the website included:

Karen reported on improvements to her reports for 10- and 25-year award recipients.
Membership
Karen reported current membership numbers, which were as follows:
- Probation Officer Members 1077
- Associate Members 103
- Corporate Sponsors 27
- Other (Honorary, Emeritus, and Lifetime) 19
Karen presented an Individual Membership Flyer she created. The board expressed their appreciation and encouraged Karen to use the flyer.
An updated draft of the Corporate Sponsor Policy was presented. A motion was made by Chad Boruff to accept the policy as presented. The motion was seconded by Andria Geigle. The motion passed unanimously.
Karen reported she would be sending a survey to Corporate Sponsors in relation to the upcoming Fall Conference. She reviewed the current survey with the Board and the Board encouraged her to proceed.
Education
Shannon Chambers sent an email to the Board via email prior to the meeting with details regarding the upcoming Fall Conference. It was reviewed and discussed. Discussion regarding Thursday night events at the Conference was tabled until the June 2025 meeting.
A discussion was held about offering scholarships for the 2025 Fall Conference. A motion was made by Jenny Lampert to provide five scholarships, which will include registration, hotel, and 2025 membership if needed. The motion was seconded by Susan Bentley. The motion passed 12 to 2. The Awards and Recognition committee will oversee the scholarship application process.
Probation Officer Advisory Board Update
No full meeting has been held since our last meeting. Adam reported that the Supervision Committee continues to meet to discuss Intrastate Transfer Rules. He reports their next meeting will be June 5, 2025.
Election
Jenny reported that Intent to run forms are now open for this year’s election on the POPAI website. Elections will be held this year for the following positions:
- Vice President
- Treasurer
- District Reps: Districts 1, 3, 5, 7 (plus vacant District 6)
- At-Large Seat #1
Intent to run forms are due by July 21, 2025.
Awards and Recognition
Stephanie reviewed the upcoming schedule for the 2025 Fall awards.
Justice Reinvestment Advisory Council (JRAC)
The next JRAC meeting will take place on June 27, 2025. Angela reminded the Board of the Technical Assistance opportunity for Local JRACs to pursue. She encouraged all District representatives to reach out to all the Chiefs in their counties to remind them of this opportunity.

Legislation
Adam reported the Final Legislative report has been published on the POPAI website.
Old Business
Discussion was held regarding the Salary Study conducted and how to proceed. A committee was formed to further explore options for the entire Board to consider. The following individuals will serve on the committee:

Next Meeting
The next meeting will take place on Wednesday, June 11, 2025, at 10:30 a.m. EST in Johnson County and via Zoom.
A motion to adjourn was made at 1:11 p.m. by Stephanie Cole and seconded by Jenny Lampert. The motion passed unanimously.
