POPAI Board Meeting Minutes for 07/18/2025

The meeting was called to order at 10:31am

Secretary's Report

President Angela Morris asked if everyone had the opportunity to review the minutes from our May 2025 meeting.   A motion was made by Andria Geigle to accept the minutes and was seconded by Lindsey Villalpando. The motion passed unanimously.

Treasurer's Report

Treasurer Andria Geigle provided the following balances:

  • Checking account balance is $41,627.33
  • Savings account is $69,161.06
  • CD investment of $32,112.94.

A motion was made by Jenny Lampert to accept the Treasurer’s report and was seconded by Bob Schuster. The motion passed unanimously.

Technology

Karen reviewed upcoming calendar items with the Board.

Karen reviewed statistics from the June Digest that was sent to the membership.   The most clicked items included:

  • County turns down probation officers’ request for raises following Reedy recommendation.
  • POPAI Branded Shirts, Sweatshirts, and Quarter Zips: Pre-Sale for Pick Up
  • POPAI Fall Conference Early Bird Registration is open, Corporate Sponsor Exhibit Hall is Full

Karen reported the top visits to the website included:

  4. 2026 Minimum Salary Schedule for Probation Officers
  5. Events and Training

Karen reported she has obtained a robust album of high-quality images from the French Lick resort to use as promotion for the Fall Conference.

Membership

Karen reported current membership numbers, which were as follows:

  • Probation Officer Members                                             1085
  • Corporate Sponsors                                                         33
  • Other  ( Associate, Honorary, Emeritus, and Lifetime)  118

Karen reviewed her efforts in regard to Corporate Sponsors for the Fall Conference.

Karen reported she has identified and contacted all 25-year members and most 10-year members.  She is starting the process to identify first-year members.

 

Education

Shannon Chambers provided the Board with an update regarding the upcoming Fall Conference.

Shannon updated the Board regarding plans from Corporate Member Casebase on their plans for an event on Thursday at the conclusion of breakout sessions.

Discussion was held regarding Board Member expectations before and during the conference.   Shannon and Anthony will work together to update the Board in August regarding expectations.

Probation Officer Advisory Board Update

The next meeting will be held in person at the Indiana Office of Court Services on September 9, 2025.

Election

Jenny Lampert reported she has received 5 intents to run for the upcoming election. They include:

  • 1 candidate for Treasurer
  • 2 candidates for District 3
  • 2 candidates for District 5

Elections are also being held for Vice President, District 1, District 7 and At-Large Seat #1.   There is an active vacancy in District 6 as well.

Intent to run forms are due by July 21, 2025.

Awards and Recognition

Josh Herman reported there were 6 scholarships applications received for the Fall Conference.  He is working with Karen to provide all committee members with the applications and scoring rubric.

Discussion regarding the 2025 Awards for the Fall Conference was held.

Justice Reinvestment Advisory Council (JRAC)

Angela provided updates from the State JRAC meeting held on June 27, 2025, and the EBDM/Local JRAC Workgroup meeting held on June 20, 2025.

Angela updated the Board regarding differences between the Sequential Intercept Model (SIM) and System Mapping.

Angela reported at the last JRAC Meeting on June 27, 2025, grants from the Indiana Office of Court Services and the Department of Corrections were introduced.

Lindsey Villalpando will serve on the JRAC Data Committee.

The next State JRAC Meeting will occur on September 5, 2025.  POPAI will not have a representative due to the Fall Conference.

The next EBDM/Local JRAC meeting will take place on August 22, 2025.

Legislation

Discussion held regarding how POPAI can work with our Lobbyist to reach out to Legislators for the upcoming legislative sessions.

Old Business

A discussion was held regarding the subcommittee on the Minimum Salary Schedule.  No action taken at this time the sub-committee and Board will continue to explore options.

A discussion was held regarding current POPAI districts and possible changes.   A motion was made by Anthony Williams to form a subcommittee to look at this issue that would be chaired by Andria Geigle.  That motion was seconded by Bob Schuster, and the motion passed unanimously.

New Business

Anthony Williams presented a proposal from Russell Sage College to the Board for their consideration.  Anthony will follow-up with additional materials for the Board to consider following the meeting.

A discussion was held on possible additional locations for meetings in the future.   Anthony Williams will work on a proposal for the Board to consider.

 

Next Meeting

The next meeting will take place on Wednesday, August 13, 2025, at 10:30 a.m. EST in Johnson County and via Zoom.

A motion to adjourn was made by Lindsey Villalpando and seconded by Chad Boruff.  The motion passed unanimously.
