At the links below, you will find a memo from Indiana’s Interstate Compact Commissioner and an advisory opinion from the Interstate Compact national officer regarding community corrections.  Out-of-state offenders sentenced to community corrections placements are now subject to the terms of the Interstate Compact for Adult Offender Supervision (ICAOS) and must apply for transfer of supervision to their home states.  As a reminder, the rules of the Interstate Compact are federal law and sending offenders out of state without following the transfer rules can lead to county liability.
