POPAI Board Meeting Minutes for 04/08/2026

Meeting was called to order at 10:31am by President Angela Morris

Secretary's Report

President Angela Morris asked if everyone had the opportunity to review the minutes from the March 2026 meeting. A motion was made by Stacy LaPatra to accept the minutes and was seconded by Chad Boruff. Motion passed unanimously.

Treasurer's Report

Treasurer Jason Moore reported the following balances:

  • Checking Account: $36,513.21
  • Savings Account: $70,716.65
  • CD Investment: $33,051.06

Jason reported our current CD investment will expire on September 21, 2026.

Jason reported that the check to RICOH has finally cleared the checking account.

A motion was made by Adam McQueen to accept the Treasurer’s Report and was seconded by Lindsey Villalpando. Motion passed unanimously.

Technology

Anthony Williams overviewed the possible new website for the Board to consider.  The Board has opted to continue to pursue this option at this time. Anthony will continue to update the Board on his progress.

Education

Prior the meeting Shannon Chambers provided the Board with a written report.  The Board discussed upcoming plans for the 2026 Fall Conference. Anthony Williams will connect with Shannon to discuss updates to the current plans.

Juvenile Delinquency Alternative Initiative (JDAI) Update

Brooke Trice reported that counties who applied for funding have received feedback on their 2026-2027 grant applications.

Additionally, she reported that the upcoming JDAI Coordinator Training will take place on April 23, 2026.

Probation Officer Advisory Board Update

Ryan Hull updated the Board on the most recent POAB meeting.  He indicated the Board was provided updates on the upcoming Justice Services Conference. He reported there are plans to meet in person in June 2026.

Election

Josh Herman reported he is working on the announcements for elections this year at the Fall Conference. This year, the offices of President and Secretary are up for election along with even numbered districts and one At-Large position.

Additionally, the Board discussed the vacancy in District 4.  As the vacancy occurs more than 120 days prior to the upcoming election, the Board will seek applications.  Josh will work with Anthony Williams to ensure that the position is posted on the website and notice sent to members more than 15 days prior to our next meeting. This will allow the Board to vote on the vacancy in May.

Awards and Recognition

Stephanie Cole reported that the committee received no scholarship applications this year.

Justice Reinvestment Advisory Council (JRAC)

Angela Morris reported that the next State JRAC meeting will occur on April 17, 2026 and the next Local JRAC meeting will occur on April 10, 2026.  Anthony Williams will serve as a proxy for Angela at the Local JRAC meeting.

Lindsey Villalpando will be attending the Data Workgroup meeting on April 9, 2026.

Redistricting and Bylaws Ad Hoc Committee

Josh Herman reported he will be scheduling a meeting for this committee to reconvene and look at possible redistricting for our organization.

Salary Committee

Discussion was held regarding the email recently sent to Chief Probation Officers regarding starting salaries for Probation Officers.

Additionally, the Board discussed the direction they would like to see this committee proceed.

Next Meeting

The next meeting will take place on Wednesday, May 13, 2026, 10:30am EST.  The meeting will be held at 1000 S. Michigan St., South Bend, IN 46601.

A motion was made to adjourn the meeting.  The motion was seconded and passed unanimously.
