POPAI Board Meeting Minutes for 03/05/2026

Meeting was called to order at 12:54pm by President Angela Morris

Secretary's Report

President Angela Morris asked if everyone had the opportunity to review the minutes from the February 2026 meeting. A motion was made by Lindsey Villalpando to accept the minutes and was seconded by Jared Owen. Motion passed unanimously.

Treasurer's Report

Treasurer Jason Moore reported the following balances:

  • Checking Account: $59,788.64
  • Savings Account: $70,563.72
  • CD Investment: $32,968.79

There is still one outstanding check. That was delivered to RICOH personally to them by Anthony Williams on February 20, 2026.

A motion was made by Elizabeth Starck to accept the Treasurer’s Report and was seconded by Stephanie Cole. Motion passed unanimously.

Technology

At this time the Board has decided to not hire a Website Coordinator.  The Board is exploring other options and will continue to maintain the current website.

Membership

Anthony Williams and Lindsey Villalpando discussed the Wild Apricot trial.  Susan Bentley made a motion to purchase Wild Apricot for 1 year.  The motion was seconded by Jack Odle.  None opposed.

Lindsey Villalpando reported that POPAI currently has the following members:

  • 942 current members (Probation Officer, Associate, and Lifetime)
  • 22 corporate members

She also reported there are still 6 outstanding invoices for membership in 2026.

Education

The Board was provided a written report from the Training Coordinator.

Juvenile Delinquency Alternative Initiative (JDAI) Update

Brooke Trice reported prior to the meeting that JDAI Grants have been submitted and it is anticipated that announcements should be made by the end of March.

Probation Officer Advisory Board Update

Ryan Hull reported that the next Advisory Board meeting is scheduled for March 10, 2026.

Awards and Recognition

Stephanie Cole reported that the scholarship application is open and active on the website.  Notice will go out to members tomorrow via email.

Justice Reinvestment Advisory Council (JRAC)

Anthony Williams updated the Board on the February 20th JRAC meeting.  He also reminded all members that the meetings are livestreamed and can be accessed on the JRAC Youtube page.   The next meeting is scheduled for April 10, 2026.

Legislation

Adam McQueen updated the Board on the most recent legislative session.

New Business

Angela Morris indicated she would like to form a new standing committee that will focus on Probation Officer Salaries.  Jared Owen made a motion to form the committee.  The motion was seconded by Jenny Lampert.  None opposed.

The committee will consist of:

  • Chad Boruff, Chair
  • Josh Herman
  • Jack Odle
  • Jared Owen
  • Bob Schuster
  • Andria Geigle

Susan Bentley informed the Board that she will be ending her employment as a Probation Officer next month, thus she will no longer be able to serve on the Board after that date.

Next Meeting

The next meeting will take place on Wednesday, April 8, 2026, 10:30am EST.  The meeting will be held at 3100 S. Tillotson Ave, Muncie, IN 47302.

Susan Bentley made a motion to adjourn the meeting.  The motion was seconded by Lindsey Villalpando.  Motion passed unanimously.
