POPAI Board Meeting Minutes for 01/14/2026

Meeting was called to order at 10:35am by President Angela Morris

Secretary's Report

President Angela Morris asked if everyone had the opportunity to review the minutes from the December 2025 meeting. A motion was made by Jenny Lampert to accept the minutes and was seconded by Elizabeth Starck. Motion passed unanimously.

 

Treasurer's Report

Treasurer Andria Geigle reported the following balances:

  • Checking Account: $24,984.46
  • Savings Account: $70,287.35
  • CD Investment: $32,776.61

Andria updated the Board in regards to interest rates for the CD Investment.  Lindsey Villalpando made a motion to rollover the investment for another 8 months. The motion was seconded by Jack Odle. The carried unanimously.

Andria overviewed how account transitions with the Board will need to be done with her resignation and the election of a new Treasurer later in the meeting.

Andria reported that our current Accountant is willing to complete an audit after the transition to a new Treasurer. However, she will not be able to complete the audit until after April 15, 2026.

A motion was made by Jenny Lampert to accept the Treasurer’s Report and was seconded by Lindsey Villalpando. Motion passed unanimously.

Technology

Anthony Williams updated the Board on his efforts to maintain the website in the absence of a Website Administrator.

The posting for the current position remains open until January 31, 2026.

Membership

Lindsey Villalpando updated the Board on her efforts to invoice memberships for 2026.

Lindsey and Anthony Williams updated the Board on their efforts to review other membership databases as an option. Pros and Cons of the database were presented to the Board. Lindsey and Anthony will continue to pilot the database and report back at the next meeting.

Education

Shannon Chambers provided the Board with updates regarding the Spring Management Institute and New Chief Probation Officer Orientation.  Registration for attendees and Corporate Members opened this week.

Shannon provided updates regarding the Fall Conference in French Lick on September 9th – 11th in French Lick, Indiana.  Shannon indicated at the Fall Conference she will be giving informational tables to PERF, Indiana Attorney General, and State Board of Accounts.  Shannon will offer all Corporate Members an opportunity to host an event during the Fall Conference on Thursday.

Juvenile Delinquency Alternative Initiative (JDAI) Update

JDAI will hold a conference on October 28th and 29th in Plainfield, Indiana that will be open to non-JDAI counties.

Brooke Trice updated the Board on current counties participating in JDAI.

 

Probation Officer Advisory Board Update

The next meeting of the Probation Officers Advisory Board is scheduled for March 10, 2026.

Election

Josh Herman presented the Board with the individual who submitted interest in the Treasurer position.

Discussion was held without current Treasurer and Treasurer candidate, Jason Moore present.

Chad Boruff made a motion to elect Jason Moore as Treasurer.  The motion was seconded by Anthony Williams.  The motion passed unanimously. Effective January 14, 2026, Jason Moore will serve as the Treasurer for POPAI.  The past Treasurer, Andria Geigle will work with Jason to transition into the position.  The transition into the position shall be completed by February 15, 2026.

Awards and Recognition

Stephanie Cole reported she is working on preparing the application for the Knepple Scholarship.  Stephanie additionally discussed the timeline for announcing the application and the deadline to submit applications.

Stephanie reported she is also watching the APPA website to see when they announce nomination deadlines for the Scottia Knouff Line Officer Award to submit our nomination.

Justice Reinvestment Advisory Council (JRAC)

The next statewide meeting will take place on January 23, 2026.

The next local JRAC workgroup will take place on April 10, 2026.

The next JRAC Data workgroup will take place on

Elizabeth Starck will serve on Communications Committee for JRAC.

Legislation

Adam updated the Board on the recent legislation in front of the general assembly and how it may impact Probation within the State of Indiana.

Next Meeting

The next meeting will take place on Wednesday, February 11, 2025, 10:30am EST.  The meeting will be held in Morgan County at 180 South Main Street, Suite 145, Martinsville, IN 46151. The meeting will also be available via Zoom.

Elizabeth Starck made a motion to ajourn the meeting.  The motion was seconded by Lindsey Villalpando.
