POPAI Board Meeting Minutes for 11/12/2025

Meeting was called to order at 10:30am by President Angela Morris

Secretary's Report

President Angela Morris asked if everyone had the opportunity to review the minutes from the October 2025 meeting. A motion was made by Lindsey Villalpando to accept the minutes and was seconded by Jennifer Lampert. Motion passed unanimously.

Treasurer's Report

Treasurer Andria Geigle reported the following balances:

  • Checking Account: $8,070.07
  • Savings Account: $69,960.07
  • CD Investment: $32,436.35

Andria reported that the Budget Committee will meet following today’s meeting and report out at the December 2025 meeting. The Budget Committee consists of Andria Geigle, Anthony Williams, Josh Herman, and Jennifer Lampert.

A motion was made by Stephanie Cole to accept the Treasurer’s Report and was seconded by Stacy LaPatra. Motion passed unanimously.

Andria reported to the Board a need to update Quicken Software for next fiscal year.  A motion was made by Lindsey Villalpando to allow the Treasurer to pay to update Quicken for 2026.  The motion was seconded by Josh Herman. Motion passed unanimously.

Technology

Karen reported the top visits to the website included:

Karen asked the Board about any updates that need to be made to the website prior to her last day as a contractor for POPAI.

Membership

Karen reported current membership numbers, which were as follows:

  • Other  ( Associate, Honorary, Emeritus, and Lifetime)  106

Karen updated the Board regarding her recent efforts to invoice for Memberships in 2025 and 2026.

Karen thanked the Board for all the support, kindness, and friendship that was provided throughout her time with POPAI.  The Board additionally expressed its gratitude to Karen.

Education

Shannon and Anthony updated the Board on the recent efforts made for the Management Institute and Fall Conference for 2026.

The Board discussed providing lodging assistance to new Chief Probation Officers attending the New Chief Probation Orientation.  Andria Geigle made a motion to allow the Training Coordinator to provide lodging assistance when needed to new Chief Probation Officers to attend the Management Institute and the New Chief Probation Officer Orientation.  The motion was seconded by Anthony Williams. Motion passed unanimously.

Chief's Executive Committee

Jack Odle updated the Board on the meeting recently held between himself, Greg Werich and Christopher Biehn with Indiana Office of Court Services.

Juvenile Delinquency Alternative Initiative (JDAI) Update

Brooke reported that the Executive Committee is scheduled to meet next week in Indianapolis.  Additionally, she reported that the Local Leadership Conference was held last month in Bloomington, Indiana.  She provided the Board with updates from the conference.

Probation Officer Advisory Board Update

Shannon reported the Probation Officers Advisory Board will next meet in December 2025. Shannon updated the POPAI Board on recent actions the Advisory Board has taken.

Justice Reinvestment Advisory Council (JRAC)

The state JRAC meeting was held on October 31, 2025.   Angela Morris provided the Board with an update from the meeting and in particular her joint presentation with IACCAC.  The next statewide meeting will take place on December 19, 2025.

The local JRAC Workgroup met on October 3, 2025.  Angela Morris provided the Board with updates from that meeting.  The next local JRAC workgroup will take place on December 12, 2025.

The JRAC Data Workgroup met on October 23, 2025.  Lindsey Villalpando provided the Board with an update from that meeting.

Legislation

Adam reported he will start preparing a list of bills to watch for the upcoming legislative session in January 2026.

Old Business

Anthony Williams presented a proposed meeting schedule for consideration in 2026 that includes those agencies that volunteered to host meetings in 2026.  The 2026 meeting schedule will be as follows:

All meetings will take place at 10:30am Eastern Standard Time with the exception of March and September.  Those times will be announced closer to the date.

New Business

Jack Odle, Josh Herman, and Chad Boruff will be attending the November AIC meeting in Indianapolis.

The Board discussed the upcoming vacancies for the Website Administrator and Membership Coordinator.  The Technology Committee will schedule a meeting in the next few weeks to review the job description and posting.  Anthony Williams will join the committee as an Ad Hoc Member.

At this time, Lindsey Villalpando and Anthony Williams will take on the Membership Coordinator responsibilities.

Next Meeting

The next meeting will take place on Wednesday, December 10, 2025, 10:30am EST via Zoom.

Stacy LaPatra moved to adjourn the meeting at 12:29pm, the motion was seconded by Lindsey Winger.  The motion carried.
