POPAI Board Meeting Minutes for 11/8/2023

Troy called the October Zoom Meeting to order at 9:30am.

Secretary's Report

Troy asked if everyone had an opportunity to review the October Secretary’s Report.  Heather moved to accept the report and Rupert seconded. All were in favor. Motion carried.

Treasurer's Report

Andria stated as of October 31, 2023 the balance in checking was $88,232.52 and the balance in savings was $17,085.42.  Jenny motioned to accept the Treasurer’s Report and Mignon seconded. All were in favor and motion carried.

The CD will close on Friday. Andria asked if the board wants the funds to be placed in checking or savings. The board agreed it should be placed in savings.

Tax Exempt Form has been submitted and it could take 6 months for a response.

Membership

As of October 31, 2023:  1,202 total current, 1,032 probation officers, 35 corporate, 135 other

Over 90% of the 2024 Department and Individual Membership Invoices have been delivered.

She and Anthony will be sending their tax forms to Andria at the end of the year. There are a few other technology/membership 2023 goals to finish before 2024 but nothing is behind schedule.

Education

2024 Management Institute – Dates not confirmed.  Anthony said he was pursing an option for Management Institute, but it will be too costly. Please notify Anthony if you have any suggestions.

APPA Host Committee will meet on Nov 13.  Troy will be attending and should have more information regarding by our December meeting. POPAI will most likely be assisting in some form.

2024 Fall Conference – Sept 4-6

Chief's Executive Committee

Troy stated we will most likely begin discussing topics for Management Institute with the Chiefs in January.

Justice Reinvestment Advisory Council (JRAC)

Next meeting November 16

Legislation

Troy stated there is a lot of discussion regarding the shortage of attorneys, public defenders, etc in smaller counties. He will keep us posted.

Technology

Karen stated October website changes are up to date and a new website structure has been selected. Karen will send a link for review by the Tech Committee before Thanksgiving.

She read a recent encouraging email she received from a former probation client to their probation officer (which was forwarded to that still active officer). The client explained how probation/the probation officer was a big influence in his/her current stability.

Old Business

By laws committee – met on Nov 3. A lot of discussion regarding pretrial officers. They will meet again in Jan, which will give the committee time to have an idea of the number of pretrial officers across the State.

Budget committee – scheduled to meet on Dec 4 via zoom. The goal will be to vote on the 2024 budget at the Dec Meeting.

Membership and Training Contracts – Troy will review and send to the Executive Board for review/discussion.

PO Salary Scale – Troy will speak to Mary Kay and then notify the POPAI members of the status.

New Business

Quarterly letter – Troy will prepare.

DOC reviewing community corrections funding formula – Troy stated he has been invited to a meeting in November to discuss this topic.
