POPAI Board Meeting Minutes for 07/08/2026

The meeting was called to order by President Angela Morris at 10:30 a.m.

Secretary's Report

President Angela Morris asked if everyone had the opportunity to review the minutes from the March 2026 meeting. A motion was made by Lindsey Villalpando to accept the minutes and was seconded by Lindsey Winger. Motion passed unanimously.

Treasurer's Report

Treasurer Jason Moore reported the following balances:

  • Checking Account: $52,442.72
  • Savings Account: $71,153.37
  • CD Investment: $33,322.80

Jason reported there was nothing outstanding as of June 30, 2026.

Jason reported at this time there is no change in the savings account interest rate.

Jason reported in May there was a stop payment issued on a check deposited from Floyd County. It was verified that this was a duplicate or lost check.

Jason reported that he has forwarded our Quicken file to the accountant to be uploaded into QuickBooks. Once that is done, he will open our account and make the purchase. He will keep the Board updated.

A motion was made by Josh Herman to accept the report and was seconded by Stephanie Cole. Motion passed unanimously.

Technology

Anthony Williams updated the Board on his efforts regarding the website.  Chad Boruff, Lindsey Winger, and Andria Geigle will assist Anthony in getting minutes from 2014 through 2024 ready to post on the new website

The Board will plan to announce the new website to the membership at the 2026 Fall Conference.

Membership

Lindsey Villalpando reported that an announcement regarding apparel for 2026 will be shared with members.

Education

Shannon provided the Board with updates regarding the Fall Conference.

Juvenile Delinquency Alternative Initiative (JDAI) Update

The Youth Justice Conference will be held on October 28th and 29th in Plainfield, Indiana.

Probation Officer Advisory Board Update

Ryan Hull presented to the Board the most recent topics discussed at the in-person meeting held in June.

Ryan reported the following items:

  • POAB will now have four committees (Supervision, Juvenile, Leadership, and Resource).
  • There have been fifty-three new Probation Officers certified in 2026.
  • There are plans to open the 2027 Justice Service Conference to local JRAC members.
  • The Youth Justice Conference will be held in October in Plainfield, Indiana.
  • New Pretrial Rules are now in place.
  • The State is working on a Problem Solving Court Dashboard, similar to the one they currently have for Pretrial.

The Board discussed these items.

Election

Angela Morris reported that Elizabeth Starck has resigned her position as District 7 Representative. Josh Herman will work with Anthony Williams to announce this vacancy and the Intent to Run deadline.

Andria Geigle will be joining the Elections Committee.

Intent to Run Forms remain open until July 27, 2026, for the following positions:

  • President
  • Secretary
  • District Two Representative
    • Adams, Allen, DeKalb, Huntington, LaGrange, Noble, Steuben, Wells, and Whitley Counties
  • District Four Representative
    • Blackford, Delaware, Fayette, Franklin, Grant, Henry, Jay, Madison, Randolph, Rush, Union, and Wayne Counties
  • District Six Representative
    • Benton, Clay, Fountain, Greene, Montgomery, Owen, Parke, Putnam, Sullivan, Tippecanoe, Vermillion, Vigo, Warren, and White Counties
  • District Eight Representative
    • Daviess, Dubois, Gibson, Knox, Martin, Perry, Pike, Posey, Spencer, Vanderburgh, and Warrick Counties
  • At-Large #2 Representative

Awards and Recognition

Stephanie Cole updated the Board on her efforts to create a video for the Fall Conference. The Board discussed inviting original POPAI Board Members to the conference.   The Board agreed to provide them with free registration, including a breakfast ticket, lunch, and t-shirt.  Overnight accommodations would not be included.  Stephanie will reach out to these individuals to invite them.

Curtis Mardis will be joining the committee.

Justice Reinvestment Advisory Council (JRAC)

Discussion was held regarding the most recent JRAC meeting and grant announcements from the Indiana Department of Correction.

Elizabeth Starck will continue to represent POPAI on the JRAC Communications Workgroup.

 

Redistricting and Bylaws Ad Hoc Committee

Discussion held regarding the proposed amendments to the bylaws.

Salary Committee

Chad Boruff provided the Board with an update on the efforts of the Salary Committee. They will continue to meet and provide additional updates to the Board.

Old Business

The Board discussed providing a uniform report to members by their District Representatives.  The Board agreed that the President would create this report for distribution to the membership in each district.

Discussion was held regarding probation user fee funds.

Next Meeting

The next meeting will take place on Wednesday, August 12, 2026, 10:30 a.m. EST (9:30 a.m. CST).  The meeting will be held at 405 West 7th Street, Suite 2, Bloomington, IN 47404.

A motion was made by Stephanie Cole to adjourn the meeting.  The motion was seconded by Lindsey Winger and passed unanimously.
