When the Robert J. Kinsey Youth Center was constructed in 1993, detention for juveniles was a different game. The facility opened with three housing areas — secure detention, shelter care, and long-term residential care. For years, the facility met Howard County’s needs well.
According to director Jeff Lipinksi, philosophies about juvenile detention have changed over time, and that has left the Kinsey Center with an opportunity to change its model and increase its effectiveness.
