Executive Board Meeting

September 23, 2004

Call to Order:

Eric opened the meeting at 10:30 a.m.

Secretary’s Report:

Madonna wanted to clarify wording under new business to reflect "Madonna requested clarification on POPAI’s role on several issues. . ." instead of "Madonna questions. . ." Don moved to accept the minutes as changed, Bill seconded. All were in favor. Motion carried.

Treasurer’s Report:

Madonna passed out copies of the Treasurer's Report. The report reflects the balance of the checking account as $19,261.40 and savings as $22,464.03. Total assets are $42,410.40. She reports that some of the conference fees have been paid and that Susan has a lot of conference registration money to submit to her. Don moved to accept the Treasurer's Report. Becky seconded, all were in favor. Motion carried.

Membership:

Lori reports that she has the certificates for the 10 & 15 year members. The 10 & 15 year member lists will be placed on the website.

Education:

Susan reports that the conference seemed to have gone well. The number of registrants was down from 2003 - 181 total registrations this year. Susan submitted $550.00 in receipts for reimbursement. She reports that POPAI picked up $500.00 for the limo service provided at the conference. Discussion followed regarding planned activities at future conferences. A poll question will be placed on the website regarding member interest in planned activities. Susan reports that the contract has been signed for the 2005 Fall conference at Caesars. Discussion followed re: possible future conference venues.

Awards and Recognition:

POPAI congratulates Tim McAlhany for being the recipient of the 2004 Founder's Award. Mr. McAlhany is a Charter Member of POPAI and attended the organizational meeting in 1986. He just finished serving two consecutive terms as the District Two Representative on the POPAI Executive Board. In 2002, Mr. McAlhany chaired the 2002 POPAI Fall Conference at Pokagon State Park. Following his graduation for Indiana University, Mr. McAlhany began his career as a Probation Officer in DeKalb County in 1980. He was named Chief Probation Officer in October of 1982. Tim has seen his staff grow to seven Probation Officers, one officer manager and two secretaries. He has overseen the development of a substance abuse program and home detention program. In addition to his professional commitments, Mr. McAlhany is a member of the Masonic Order and an active member of the Presbyterian Church.

Discussion followed regarding the scholarship poll question. Most members were interested in a scholarship for their children.

Corporate Membership:

Discussion was had regarding who should maintain the relationships with corporate members. It was determined that the Vice President will have oversight of the relationships maintained by the Conference Planner.

Legislation:

POPAI continues to monitor the interim study committees. Discussion was had regarding the Association of Indiana Counties wanting control of how user fees are spent.

Election:

The Board Election was held at the Fall Conference. The following people will serve a two-year term: President: Eric Zimmerman, Allen County, Chief Probation Officer; Secretary: Jennifer Outlaw, Marion County, Employment Services Program Coordinator; District 2: Danyel Wagner, Noble County, Probation Officer; District 4: Katherine Hurd-Holtzleiter, Madison County, Chief Probation Officer; District 6: Laird Thompson, Parke County, Chief Probation Officer; District 8: Cherie Wood, Vanderburgh County, Supervisor.

Technology:

Bill reports that some members have requested that we place a link on our website to probation related case law. Discussion followed. A link will be placed on the website to the Judicial Center website (to the legislative updates and archives section). An article and pictures from the conference will be placed on the website. Additionally, a link to the Greenleaf center will also be added. Bill asked Madonna if we have been billed for our website domain name. Madonna said that she would look into this. The Technology Committee will meet at 9:30 a.m. on Wednesday, October 13, 2004.

Chief’s Executive Committee:

The next Chief’s Executive Committee meeting will be held on Friday, October 29, 2004, from 10 a.m. – 2 p.m. at Porter County Adult Probation, 16 Lincolnway, Ste. 142, Valparaiso, Indiana, 46383.

New Business:

Madonna will begin using Wagoner as her last name for all Board purposes.

Cherie moved to close the meeting. Becky seconded, all were in favor. Motion carried.

The October meeting will be held on Wednesday, October 13, 2004, @ 11 a.m. at the City-County Building, Indianapolis, Indiana.
