Call to Order:

Eric Zimmerman opened the meeting at 11:00 a.m.

Secretary’s Report:

Laird moved to accept the April minutes. Bill seconded, all were in favor. Motion carried.

Treasurer’s Report:

Greg passed out the Treasurer's Report. The report reflects the balance of the checking account as $4,876.42 and savings as $22,343.57. Total assets at this time are $28,356.98. Greg reports that all bills are paid at this time. Greg brings it to the attention of the Board that the SDS Group has been paid $3,000.00 per year for the past 3 years. Laird motioned to give the SDS Group (Lobbyist) a bonus of $500.00 for all of their hard work during the last legislative session. Tim seconded, all were in favor. Motion carried. Eric provided audit performed by his Administrative Assistant showing that all of the financial transactions of 2002 were accounted for. Cherie moved to accept the Treasurer's Report. Bill seconded, all were in favor. Motion carried.

Membership:

Lori reports that she has had a lot of members submit their email addresses to receive minutes via email. She reports that a normal minute mailing consists of 675 paper copies. 615 minutes were mailed last month and an estimated 512 will be sent out during the month of May. More minutes distributed via email will lessen the cost of postage and membership can receive their minutes more quickly. The system of emailing minutes is working out well so far. Members interested in receiving POPAI minutes via email instead of a paper copy mailed to them can log onto www.gopopai.org and submit their email address.

Education:

Cherie reports that the Derby Karaoke Bar has been double booked for the Annual Conference. She asked if the Board approved of splitting the cost of the karaoke with the other group. She will look into the number of people expected by the other conference. Susan reports that speakers for the POPAI Annual Conference are being lined up. Registration will go out soon.

Awards and Recognition:

Laird reports that the Founder's Award Nomination form will go out with this month's minutes. Nomination forms should be returned to Laird Thompson, Parke County Probation Department, 116 W. High St. Courthouse, Rockville, Indiana, 47872, no later than June 30, 2003. Contact Laird at 765.569.3521 or your POPAI District Representative with any questions. The POPAI Board is please to announce that Terri Bodine, of the Shelby County Superior Court #1, was selected as the 2003 recipient of the Donald "Charley" Knepple Memorial Scholarship. Terri has been in the probation field for nearly 10 years. She is in her 3rd year of Graduate School working toward a Master's in Social Work Degree at IUPUI. She is a member of POPAI, American Correction Association, Volunteer of Shelby County Teen Court, Volunteer of Shelby County Adventure Based Counseling Volunteer, and Shelby County Home Based Counseling Volunteer. CONGRATULATIONS TERRI & BEST OF LUCK!

Corporate Membership:

Susan reports that CMC will provide a Hospitality Suite at the Embassy Suites on this evening (after the first day of the IJC Annual Conference).

Legislation:

Eric reports that the legislation session has ended. SB506 was approved in it's original version with amendments that clarifies credit card payments and that Administrative Fees will be collected first and will be used first for supplementing salaries. SB 506 is waiting to be signed by the Governor. (Governor has signed as of publication date.)

Election:

Susan moved that Don Travis of Howard County Juvenile Probation be the District 3 Representative for the remainder of the term. Bill seconded, all were in favor. Motion carried. Jennifer reports that the Intent to Run form went out in the April minutes. Members are encouraged to consider becoming part of the POPAI Executive Board! The positions available will be Vice President, Treasurer, and Districts 1, 3, 5, and 7. Forms must be postmarked or received no later than June 2, 2003. You can submit your Intent to Run online at www.gopopai.org!

Merchandise:

Merchandise will be for sale at the IJC Annual Conference. Greg motioned to write off merchandise. Melody seconded, all were in favor. Motion carried.

Old Business:

Greg provided copies of the results of the survey conducted at the Chief's Summit regarding developing a Chief Probation Officer Association. The responses were overwhelmingly in favor of the development of the association. Greg motioned to authorize the President to appoint a standing committee of Chiefs and Supervising Probation Officers for the purpose of special education, networking, and support. The chair should be a POPAI Board Member, however any Chief or Supervising Probation Officer who is in good standing with POPAI may also be appointed if the Board approves. Greg has a list of Chief and Supervising Probation Officers willing to serve on the committee. Susan seconded, all were in favor. Motion carried.

New Business:

Greg moved for the President to send a letter to and be allotted $35.00 to buy a token of appreciation for Senator Bill Meeks for all of his hard work during the latest legislative session. Tim seconded, all were in favor. Motion carried.

Laird moved to close the meeting. Cherie seconded, all were in favor. Motion carried.

Next meeting is scheduled for Wednesday, June 11, 2003, at 11 a.m.
