Executive Board Meeting

February 4, 2004

Call to Order:

Eric opened the meeting at 9:15 a.m. Due to adverse weather conditions and scheduling conflicts, the meeting was held via teleconference.

Susan Rice, Training and Conference Planner, was present to discuss Education.

Secretary’s Report:

Eric brings up one point of discussion regarding the January minutes. He would like to amend the portion of the Legislation section that reflected there are no new bills related to probation be changed to “no new bills related to probation salaries.” No one was opposed to the change. Tim moved to accept the January minutes as modified. Don seconded, all were in favor. Motion carried.

Treasurer’s Report:

Madonna reports the checking account has a current balance of $7,673.59 and savings as $22,414.93, totaling $30,088.52. She reports there are a lot of membership renewals coming in. Becky moved to accept the Treasurer’s Report as verbally stated. Laird seconded, all were in favor. Motion carried.

Membership:

Jennifer reports that if anyone has had difficulty contacting Lori within the past couple of days that the reason is that her computer is down. Additionally, Lori wanted the Board to know that she has been sending out reminders and has updated the letterhead. Lori will be present at next month’s meeting.

Education:

Susan reports that the Chief’s Summit is scheduled for March 10, 2004, at the Marriott – Downtown, 350 W. Maryland Street, Indianapolis, Indiana. Administrators in Chief, Assistant Chief, and Supervisory roles are invited to attend. The New Chief Orientation is scheduled for March 8 and 9, 2004, with the location pending. Chiefs and Assistant Chiefs who have been in their role for 3 or less years are invited to attend this orientation. Informational brochures have been sent out for both the summit and orientation. Susan asked that she be allowed to set up an account with a local office supply to order larger ticket items such as binders for the conference, etc. The Board okayed setting up the account. Susan discusses the Fall Conference. She reports that if anyone has any suggestions for the keynote speaker to contact her. Discussion followed. Eric reports that the contract was signed and initiated for Susan. The contract was written so that her monthly stipend be paid in a lump sum of $900.00 yearly. If for some reason the contract is terminated early, Susan agrees to reimburse POPAI $75 per month that the contract is not fulfilled.

Awards and Recognition:

Becky asked if the scholarship application is currently posted on the website. Laird reports it is not, but he will provide a copy of the application to Becky to have placed on the website and be included with the minutes. Members should be aware that P.O.P.A.I. is currently accepting applications for the Seventh Annual Donald “Charley” Knepple Memorial Scholarship. We would like to encourage all probation officers pursuing advanced degrees to apply for the scholarship. An application for the scholarship is included with the minutes and is also available on POPAI’s website at www.gopopai.org. Applications must be submitted by Wednesday, March 31, 2004. Corporate Membership:

No report.

Legislation:

Linda provided copies of Senate & House Bills being tracked by the POPAI Legislative Committee. The information regarding the bills will be placed on the website under Legislation. Those bills include HB 1136 – Methamphetamine abuse task force, HB 1194 – Child abuse reporting, HB 1394 – Driving while intoxicated causing death, HB 1449 – Curfew violations, HB 1437 – Treatment of nonviolent drug offenders, SB 0017 – Expanded DNA testing, SB 0104 – Student suspensions and expulsions, SB 0139 – Forensic diversion program, SB 0154 – Operating a vehicle while intoxicated, SB 0179 – Community restitution or service for OWI offenses, SB 0220 – Communication between schools and juvenile courts, SB 0233 – Restitution as a condition of probation, and SB 0271 – Law enforcement training academy – MRDD training. Discussion regarding the bills followed.

Election:

No report.

Technology:

Bill reports that the “Members Only” section of the website is scheduled to be active as of February 9, 2004. This will also include a poll question and bulletin board. Members may experience an interruption of service between 12 a.m. – 6 a.m. on that day. Bill reports that a news item was submitted by Greg Werich regarding the Chief’s Executive Committee. This item is currently posted on the homepage. Matt reports that he paid a $99.00 bill from Verigo to clear up our account with them. Linda moved to reimburse Matt for this payment. Tim seconded, all were in favor. Motion carried.

Old Business:

The Vice President and District 4 positions are still available. Members are encouraged to contact Eric at 260.449.7195
or via email at eric.zimmerman@co.allen.in.us if you are interested in either position. Don reports that he will have the updated by-laws available for approval at the next meeting.

New Business:

The Chief’s Executive Committee will meet on Friday, February 13, 2004, at 10 a.m. at the Robert J. Kinsey Youth Center, 701 S. Berley, Kokomo, Indiana. If you have any questions about this meeting please contact Don Travis at 765.456.2222 or don.travis@co.howard.in.us. Linda reports that Richard A. Baldwin, 63, Greensburg, died at 7:45 p.m. Jan. 29 at his residence in Greensburg. He was a former Lieutenant at the Greensburg Police Department and then served as the Chief Adult Probation Officer in Decatur County. Funeral services were held at the St. Mary’s Catholic Church in Greensburg with internment in the St. Mary’s Catholic Cemetery. Memorials may be made to the Decatur County Hospice. POPAI sends condolences to the family, friends and co-workers of Mr. Baldwin.

Tim moved to close the meeting. Laird seconded, all were in favor. Motion carried. Next month’s meeting will be held during the lunch break at the Chief’s Summit at the Marriott – Downtown, 350 W. Maryland Street, Indianapolis, Indiana, at 11:30 a.m.
